The Green List Value Proposition for Protected and Conserved Areas in Europe and Central Asia

Objectives

  • Share the progress of the Green List in Europe, Northern and Central Asia, outline the future plans, and introduce tools designed to support sites. 
  • Provide a platform for interaction and exchange between members and participants to discuss how to consolidate the Green List in the Region.

The Global Biodiversity Framework, adopted under the Convention on Biological Diversity at the Kunming-Montreal Summit, aims to halt and reverse nature loss by 2030. Target 3 of the Framework focuses on the equitable and effective conservation of 30% of lands, waters, and seas by 2030. As part of this global effort, the European Union Biodiversity Strategy for 2030 aims to protect at least 30% of EU land and sea areas by 2030, ensuring all protected areas are effectively managed.

The IUCN Green List of protected and conserved areas serves as one of the indicators to measure progress towards this target. CBD Decision XIII/2 also promotes the Green List as a voluntary standard to enhance protected area management effectiveness. The Green List is a global certification program designed to achieve and promote effective, equitable, and successful protected and conserved areas. The Green List Standard is a globally recognized framework, with 75 certified protected areas across 18 countries and 300 more sites committed to meeting the Standard.

Europe stands out as a leading region, hosting the majority of Green-listed sites. A report conducted in 2019 highlighted significant opportunities for using the Green List Standard in Natura 2000 sites. The Convention of the Parties of the Barcelona Convention, recognises the Green List as a Flagship Initiative under the Mediterranean Strategy on Sustainable Development (MSSD) 2016-2025, endorsed by 21 Mediterranean countries plus the European Union. Nonetheless, there is room to increase the number of countries committed and the Protected and Conserved Areas participating in the Green List Program in Europe, as well as in North and Central Asia. We wish to hear the voices of the members to help us consolidate the Green List in the region.

  • Round table (30'). How can we broaden the implementation of the Green List in Europe, North and Central Asia to support the achievement of Target 3?
