The adoption of Target 3 of the Kunming-Montreal Global Biodiversity Framework (GBF) by Parties to the Convention on Biological Diversity (CBD) offers unprecedented opportunities to conserve biodiversity whilst also recognizing the rights and governance of the entire spectrum of conservation actors, from Indigenous peoples, local communities (IP+LCs) and by shared arrangements with government actors. The commitment to effectively and equitably conserve 30% of lands, inland waters and oceans by 2030 - Target 3's '30x30' objective - is an ambitious one, with far-reaching implications for these actors.
This webinar - the first in the IUCN WCPA and IUCN Protected and Conserved Area Team's 2024 Vital Sites series - will present a variety of innovative approaches led by IP+LCs. These have also been identified in the new global IP+LC developed Roadmap, that details eleven action areas needed to advance the recognition of the rights and governance of IP+LCs by a variety of actors in Target 3. The Roadmap for Advancing Rights and Equity in Conservation is a resource for all actors implementing 30x30.
The webinar seeks to address the following questions:
- How can CBD Parties achieve the “30x30” Target in a way that upholds and advances the governance, rights, cultural diversity and traditional knowledge of Indigenous peoples and local communities?
- How can IP+LCs assert their own rights and governance interest within the global 30x30 goal?

Context
As the world prepares for the upcoming World Conservation Congress (WCC) in Abu Dhabi in October 2025, the IUCN and IUCN WCPA are committed to providing technical guidance and support to advance ambitious global biodiversity conservation efforts. In the immediate term, our focus is on the upcoming CBD COP16 in Cali, Colombia from October 21st to November 1st, 2024. Engaging with these critical milestones, IUCN Protected and Conserved Areas (PCA) Team and IUCN WCPA are jointly reviving the Vital Sites webinar series, which aims to foster dialogue, share expertise, and catalyse action in advance of some of the most important global gatherings of the conservation community.
In preparation for CBD COP16, IUCN WCPA and the IUCN PCA Team will host a mini-series of webinars aimed at accelerating progress toward the implementation of the Kunming-Montreal Global Biodiversity Framework both nationally and internationally. By highlighting topics of strategic importance to CBD parties, these sessions will offer a platform for exchanging knowledge, showcasing best practices, and exploring innovative strategies to ensure the successful implementation of protected and conserved areas for biodiversity conservation efforts around the world.
